Full Tuition Waiver (including preparatory language courses) 

Monthly Stipend: 800 AZN (~$470) for living expenses 

Round-Trip Airfare: Economy-class flight to/from Azerbaijan (once per year) 

Medical Insurance: 200 AZN (~$117) annually

Eligibility Criteria

Nationality: Open to citizens of: 

OIC member states 

Non-Aligned Movement (NAM) countries 

Small Island Developing States (SIDS) 

Countries with cultural/historical ties to Azerbaijan 

Age Limits: 

Undergraduate: Under 35 years 

Master’s/Residency: Under 40 years 

PhD: Under 45 years 

Academic Requirements: Minimum 70% GPA (or equivalent) 

Language Proficiency: English, Russian, Turkish, or Azerbaijani 

Application Process

First Stage (Nomination): 

Submit documents through your country’s government authorities (e.g., Ministry of Education, Azerbaijani Embassy) by May 15, 2025. 

Required documents: 

Academic transcripts/diplomas 

Medical certificate (including HIV/Hepatitis tests) 

Passport copy, CV, motivation letter, language proof 

Second Stage (SIACAS Portal): 

Shortlisted candidates apply online at SIACAS Portal between June 1–15, 2025.  

Select up to 3 study programs at Azerbaijani universities. 

Timeline: 

July 2025: Final results announced. 

September 2025*: Academic year begins.

Nomination Guaranteed scholarship. Final selection by Azerbaijani committee. 

All communication via the SIACAS portal. 

Scholarship holders must comply with local laws and university regulations.
